The Open Arms Treaty allows 30+ nations to have unarmed aircraft fly over each other’s territory. These flights are for observation purposes, and do not pose a threat to people of the countries. When the concept was first proposed in 1955, the Soviets rejected it. They maintained that stance until President Bush revisited it in 1989. Since 2002, 34 nations have signed the treaty, but now the US may be backing out. Democrats of the Foreign Affairs and Armed Services committees have said it would undermine US alliances with European allies.
